The INSTITUTION OF SPECIALIST STRUCTURAL ENGINEERS OF THE PHILIPPINES, INC. (ISSEP) is the Specialist Organization of Structural Engineers in the Philippines. As a minimum requirement, all members are recognized Structural Specialists of the Philippine Institute of Civil Engineers (PICE).
ISSEP recognizes that the Association of Structural Engineers of the Philippines, Inc. (ASEP) is the Specialty Organization of all structural engineers and serves as its Mother Organization because ASEP covers all membership grades, from young structural engineers to more experienced engineers.
ISSEP was primarily formed to address the need to gather under one organization all the PICE-recognized Specialist Structural Engineers. Divided, the STEs (PICE-recognized Specialists) will find difficulty in pursuing initiatives that would elevate and strengthen their practice. United under one organization, this will be easier and more organized.
Seven years since, ISSEP has grown into an active, relevant, and vibrant organization, contributing in significant ways to the upliftment of the Structural Engineering practice and the professional.
ISSEP was registered with the Securities and Exchange Commission on July 17, 2014, ISSEP with the following purposes:
Maintenance of high ethical and professional standards in the practice of structural engineering;
Advancement of structural engineering knowledge;
Promotion of good public and private clientele relationships, fellowship among structural engineers, and professional relations with other allied technical and scientific organizations;
Encouragement in research and development of structural engineering;
Preparation and implementation of continuing professional development programs;
Periodic assessment and enhancement of the quality of structural engineering standard and practice in the Philippines.
To apply, you need to be:
An ASEP Regular member
A PICE-recognized Structural Specialist.
Membership in the Institution requires that one be a Filipino citizen and a Specialist in Structural Engineering as recognized by the Professional Regulation Commission’s (PRC) Accredited Professional Organization of Civil Engineers (APOCE).
Currently, the APOCE is the PHILIPPINE INSTITUTE OF CIVIL ENGINEERS (PICE).
Application for membership in the Institution shall be by accomplishing the application form approved by the ISSEP Board of Directors and submitting the same to the ISSEP Board of Examiners.
To be eligible for admission into the Institution, the applicant must:
Have a minimum of:
16 years weighted experience with a Bachelor’s Degree in Civil Engineering from a DECS/CHED accredited program; OR,
14 years weighted experience with a Master’s degree in Civil Engineering, engaged in life-long learning to maintain knowledge of contemporary issues; OR,
12 years weighted experience and a Doctor of Civil Engineering or a Doctor of Philosophy in Structural Engineering.
Have an APOCE Certification of Structural Engineering Specialty;
Be an ASEP Regular Member;
Have taken and passed the written examination administered by the ISSEP Board of Examiners;
The Exam shall consist of thirty percent (30%) General Topic in Structural Engineering and seventy percent (70%) on topics related to the applicant’s sub-specialty in Structural Engineering.
Passing Grade is seventy-five percent (75%) with no grade lower than fifty percent (50%) in the General Topics.
Written examinations are typically given twice a year. There is no limit as to the number of times an applicant takes the written examination until the applicant successfully hurdles the exams. However, an application fee set by the ISSEP Board shall be charged from the applicant for each application.
Have taken and passed the oral examination/ interview administered by the ISSEP Board of Examiners;
Oral Examination or Interview shall only be administered to applicants who have successfully hurdled the written Examination;
Outcome of the interview shall be on a Pass-or-Fail basis.
Applicant requires a simple majority of Pass grade from the ISSEP BoE.
Oral examinations or Interviews are given quarterly. There is no limit as to the number of times an applicant takes the oral examination or interview until the applicant successfully hurdles it. However, an application fee set by the ISSEP Board shall be charged from the applicant for each application.
The ISSEP Board of Examiners shall present its recommendations to the Board of Trustees and upon approval of the latter, STRUCTURAL SPECIALIST title is conferred to the applicants.
Conferment is scheduled twice a year, typically during the General Membership Meetings.
